An integrated path to last-mile energy access in rural Madagascar
Our goal is to make universal access to energy a reality for more than 1 million people living in remote areas
Mooka is a joint initiative by Moon and ANKA to make universal, reliable and affordable energy a reality in Madagascar through an integrated Energy-as-a-Service model combining mini-grids and solar home systems.
The access gap is deepest in rural Madagascar
In Madagascar, millions of people still live without reliable, affordable electricity. Rural households rely on candles and kerosene, paying a high price for poor-quality energy that limits education, health and livelihoods.
Mini-grids are expanding, but they cannot yet reach every scattered household in low-density areas. The result is a persistent “last-mile gap” in communities located just beyond the reach of existing grid and mini-grid infrastructure.
Key challenges we address
Dispersed, low-income rural households beyond grid and mini-grid coverage.
High cost per connection for conventional infrastructure.
Limited long-term O&M capacity and weak incentives for service quality.
Need for scalable models aligned with government and DFI programmes.
Bringing Energy to the Last Mile
Mooka develops and operates Solar Home Systems as-a-Service (SHSaaS) to extend energy access to rural and remote households in Madagascar. Our model delivers an affordable and sustainable first energy access to communities that are geographically dispersed or beyond the viable reach of conventional infrastructure.
Mooka’s SHSaaS model works in complementarity with existing ANKA's mini-grid operations. While mini-grids supply higher-tier power to dense rural hubs and productive users, SHSaaS brings essential energy services to households located outside mini-grid perimeters, enabling a more inclusive and comprehensive pathway to universal access.
A complementary approach to rural electrification
Why SHS as-a-Service matters
By combining Solar Home Systems with an Energy-as-a-Service model, SHSaaS provides electricity as a reliable, affordable and continuously managed service, improving everyday life for remoted rural households who would otherwise remain unserved.
